A new standard in Batam’s urban landscape
Pakuwon Batam is poised to redefine Batam as a vibrant commercial and lifestyle hub. Spanning 12.4‑hectares with a total gross floor area of 286,000 sqm, this mixed-use development began its construction of its first phase in late 2024, covering 278,242 sqm of gross floor area.
Phase 1 is set to deliver a world-class blend of retail, hospitality, and residential spaces, setting the foundation for future expansions.
The project is a collaborative effort Benoy as the lead design architect in collaboration with Airmas Asri, and working closely with PT. Pakuwon Jati Tbk’s subsidiary, PT. Cemerlang Indo Properti to create a pivotal moment in Batam’s urban transformation. Benoy Landscape is also the key designer for the front plaza area.
Redefining Batam’s skyline
Pakuwon Batam’s transformative Phase 1 is designed to feature a high-end shopping mall with an approximate net leasable area (NLA) of 125,105 sqm, including a 3,700 sqm multipurpose plaza and six floors dedicated to gourmet and seafood dining. 2 hotels with 506 rooms, 1 serviced apartment with 161 rooms — will also be delivered in this initial phase.
Inspired by Batam’s position as a free trade zone, its proximity to Singapore, and Indonesia’s cultural diversity, the wave-inspired design symbolises the sea that unites Indonesia’s archipelago. As Batam’s first and largest superblock, this development seamlessly integrates a shopping centre, hotels, serviced apartments, and branded residences.
Seamless traffic flow and optimised circulation
Pakuwon Batam’s design transforms the challenges of its long, narrow site and 30-meter elevation into opportunities for a distinctive and efficient layout. The linear site allows for a curated retail experience, guiding visitors through a well-planned shopping journey. The elevation is cleverly utilised to create multiple “ground” levels, offering sweeping views while improving accessibility. The super-floor concept enhances the space further, creating expansive, easy-to-navigate zones.
Benoy worked closely with the development team to ensure seamless traffic flow. Dedicated access points and optimised circulation routes connect retail spaces, hotels, the ballroom, and residences, minimizing congestion and providing a smooth, enjoyable experience for visitors.
Immersive retail experience
Pakuwon Batam’s retail experience promises an immersive and diverse environment. The super-floor concept introduces multi-level zones, maximizing accessibility and rental potential. The River of Flavours marketplace in the basement offers a mix of local and international cuisine, while the ground floor hosts international brands. Upper levels focus on family, entertainment, and sports, ensuring a diverse offering.
Highlights include the Adrenaline Zone on L1 and L1M, offering high-energy activities, and Seafood Paradise on L2, dedicated to gourmet seafood lovers. Iconic elements such as the gourmet tower, large LED screen, and canopy elevate the shopping experience, while indoor-outdoor event spaces on the main ground floor provide flexible venues for social gatherings.

Featuring more than 500 keys, Pakuwon Batam is setting a new standard in hospitality with its luxury hotels. The development features Batam’s first skybridge, connecting hotels, serviced apartments, and branded residences. Guests will enjoy an Instagrammable pool deck with stunning views of the Singapore skyline. To ensure exclusivity and smooth circulation, each hotel, ballroom, and serviced apartment will have dedicated access points.
A 2,500 sqm banquet hall will serve as a premier venue for large events, while innovative solutions like courtyard garden rooms with private balconies and gardens transform architectural challenges into luxurious guest experiences.

A symphony of nature and urban living
The landscape architecture at Pakuwon Batam is inspired by Batam Island’s shoreline, embracing a curvilinear design that flows through outdoor spaces, creating a dynamic environment. Divided into experiential zones, the landscape offers varied moods while maintaining visual connections throughout the development. Colourful shrubs add vibrant splashes in some areas strategically, while ferns and low grasses create a tranquil, meadow-like ambiance.
At the heart of the project, an airy, shaded plaza provides a flexible space for events, pop-ups, and celebrations. Surrounding this plaza, al-fresco F&B dining decks are nestled within lush gardens, complemented by soothing water features to enhance the dining experience. Seamless pedestrian pathways connect the plaza with surrounding zones, allowing for exploration framed by island greenery and scenic vistas.
Innovation in design and sustainability
Sustainability is at the core of Pakuwon Batam’s architecture. The building’s orientation minimises direct East-West exposure, reducing heat transfer and optimizing energy efficiency. Rooftop solar panels generate renewable energy, while an integrated rainwater harvesting system supplies water for irrigation and toilets, significantly reducing the project’s environmental impact.
The use of environmentally friendly materials, such as aluminium composite panels and energy-efficient curtain walls, ensures long-term durability in Batam’s coastal climate while upholding high sustainability standards. The lush landscape bordering the project enhances the cityscape, providing shading and reducing heat reemission. This not only improves comfort for residents and visitors but also enhances privacy and improves street views, contributing to a higher quality of urban life.
